On May 26, 2026, deputies with the Pettis County Sheriffโ€™s Office responded to the area of South Grand Avenue and 20th Street in reference to a vehicle failing to yield to a traffic stop.

At approximately 12:38 a.m., a deputy attempted a traffic stop on a gray Chevrolet Impala for expired registration and driving on the wrong side of the roadway while traveling south on South Grand Avenue approaching 20th Street. The deputy activated emergency lights, but the vehicle continued south before turning west onto 20th Street. The vehicle continued traveling at approximately 15 mph past South Prospect Avenue despite the activation of emergency lights and an audible siren. Pettis County Joint Communications was notified that the vehicle was failing to yield and continued west on 20th Street past South Quincy Avenue before turning north onto South Stewart Avenue and stopping in the 1900 block of South Stewart Avenue.

Deputies conducted a high-risk traffic stop after the occupants were reportedly uncooperative. The driver was given repeated verbal commands to roll down the window and show his hands, but failed to comply. Additional deputies arrived to assist and approached the vehicle. The driver was ordered several times to open the door, but was observed locking the door instead.

During the encounter, deputies and Sedalia police officers attempted to detain a rear-seat passenger later identified as Eustolio Martinez Morales. According to the report, Morales began fighting with officers and resisting arrest. During the struggle, a Sedalia police officer attempted to deploy a department-issued Taser, but Morales allegedly grabbed the device and disarmed the officer. The officer and Morales then struggled over the Taser, which discharged and struck the officer in the hand.

Additional law enforcement officers arrived to assist and were ultimately able to regain control of the Taser and take Morales into custody. Deputies reported Morales appeared highly intoxicated and remained uncooperative until he was secured in a patrol vehicle.

Morales was transported to Bothwell Regional Health Center for a fit-for-confinement evaluation before being taken to the Pettis County Jail, where he was placed on a 24-hour hold.

Morales is now charged with disarming a peace officer, assault in the third degree, and resisting arrest for a felony.
