On June 24, 2026, officers with the Sedalia Police Department responded to Vermont Park in reference to a physical and verbal disturbance.

Upon arrival, officers contacted the suspect, Jeffrey "Jeff" Stoney. Officers observed that Stoney was acting erratically and appeared to be under the influence of alcohol, drugs, or both. He had been sprayed with pepper spray during an altercation at the park and was attempting to wipe it from his face. Personnel with the Pettis County Ambulance District provided medical assistance for the effects of the pepper spray and treated several open wounds to his head.

During the investigation, officers spoke with Witness 1, who stated that Witness 2 had contacted her and reported that Stoney was at the park behaving strangely, causing problems with others, and asking juvenile girls their ages. Witness 1 stated she went to the park and attempted to persuade Stoney to leave.

Officers then interviewed Witness 2 and Witness 3. Witness 2 stated there were two separate altercations involving Stoney. According to Witness 2, Stoney began causing problems shortly after arriving at the park and was assaulted by a large group of people who left before officers arrived. Witness 2 stated that after the initial altercation, Stoney approached her and two friends, making statements including, "I know your parents," "I know what you did," and "I know the bad things you've done." Witness 2 stated neither she nor her friends knew Stoney or understood the statements he was making.

Witness 3 told officers he arrived after the initial altercation. He stated he repeatedly instructed Stoney to leave the park. According to Witness 3, Stoney briefly got into his vehicle, moved it, then exited and approached him in an aggressive manner. Witness 3 stated he repeatedly told Stoney to back away, but Stoney continued advancing, prompting Witness 3 to punch him in the face. Witness 2 stated she witnessed the confrontation and pepper-sprayed Stoney. Witness 3 reported that Stoney never struck or punched him during the incident. Witness 2 stated she could not identify any of the individuals involved in the earlier assault on Stoney.

Following the investigation, officers requested that Stoney's vehicle be towed. Officers determined that Stoney is a registered sex offender whose registration restrictions prohibit him from being present in a public park. After receiving medical treatment and being cleared for confinement at Bothwell Regional Health Center, Stoney was placed under arrest.

Stoney is now charged with being a sex offender physically present within 500 feet of a park.
