On July 6, 2026, a Morgan County deputy was dispatched to the area of Highway 52 and Highway FF in the Stover area for a report of a possible shots-fired incident. Dispatch advised that the reporting party said a motorcyclist had brandished a firearm and pointed it at her and her family while they were traveling on the roadway.

While the deputy was en route, dispatch advised that the reporting party stated the suspect had stopped at Kingdom Hall on Highway 52. Dispatch also advised that the reporting party continued driving and stopped in Cole Camp. According to the probable cause statement, the deputy arrived along with the Stover police chief and another deputy. Officers were unable to locate the motorcycle at that time.

The deputy spoke by phone with the reporting party, who said she had pulled into the Cole Camp Police Department because she feared for her safety. She reported that after she arrived there, she saw the motorcycles drive past. Deputies requested that dispatch notify Cole Camp and Benton County authorities to stop and hold the motorcyclists.

The reporting party described two white men on motorcycles. She said the suspect who pointed the firearm was a white man riding a dark gray motorcycle with hard storage compartments. She described the suspect as wearing a do-rag and said he had a gray or silver semi-automatic pistol with a black ejector area. She said another white man was riding with him on a blue motorcycle, but was not involved in the incident.

The reporting party said she, her husband, and their three juvenile children had been driving through Stover when they attempted to pass the motorcycles. She reported that the motorcycle driver sped up, making it difficult to pass. After they passed, she said the motorcyclist sped up again and began yelling while traveling beside her vehicle.

She said the motorcyclist then drew a gray or silver pistol and pointed it at her and her family. She said she was not sure whether shots had been fired, checked her vehicle, and found no damage. She said no one had been injured. She reported that the suspect pulled into the Kingdom Hall church on Highway 52, got off his motorcycle, and was yelling and angry. She said she continued to Cole Camp because she feared for her life and the lives of her family.

Dispatch later advised that Cole Camp authorities were detaining two motorcycles at a Caseyโ€™s gas station in Cole Camp. A deputy arrived and observed that the motorcycles matched the reporting partyโ€™s description. The deputy contacted Robert Daniel Riggs, who matched the suspect description and was wearing a yellow do-rag. Riggs told the deputy that he had been riding through Stover when a white truck tried to pass him and almost hit him.

Riggs stated that he pulled his pistol from its holster while riding beside the white vehicle. He said he did not fire any shots and did not point the firearm at anyone. Riggs stated that he โ€œgot his point acrossโ€ and the vehicle that almost hit him โ€œbacked offโ€. He said he later pulled into Kingdom Hall and waited for the white vehicle to find out โ€œwhat's up.โ€

The deputy reported photographing the motorcycles and Riggs before contacting the reporting party and her family at the Cole Camp Police Department. The reporting party and her husband both positively identified Riggs as the person who pointed a firearm at them. The probable cause statement says both reported fearing serious bodily harm from the firearm being pointed at them.

Riggs was arrested, and during a search, officers located a firearm on Riggs. The firearm was described as a Springfield XD5 semi-automatic pistol chambered in .45 ACP, with a black polymer lower frame and silver slide. The barrel and chamber were black.
