On April 29, 2026, officers with the Columbia Police Department responded to the Columbia Public Library at 100 W. Broadway in reference to a report of sexual misconduct. Boone County Joint Communications received a report that a male had exposed his erect genitalia inside the library.

The victim told officers she observed a male with his pants down and his penis fully erect. The victim stated she did not observe any sexually gratifying acts but believed the male may have engaged in such acts to obtain the erection. The victim reported that she was offended by the exposure of the maleโ€™s genitalia.

Library staff provided surveillance footage showing the suspect leaving the library wearing a black hat, gray Bass Pro Shops sweatshirt and black sweatpants. The suspect was observed leaving in an older-model white Chevrolet vehicle. Investigators identified the vehicle through Flock camera footage. Records showed the vehicle was registered to Dennis Eugene Allen Jr. Investigators determined Allenโ€™s driverโ€™s license photograph matched the individual seen on the library surveillance footage.

Later that day, Allen was stopped while driving the vehicle by the Boone County Sheriffโ€™s Office and interviewed. Allen confirmed he had been at the Columbia Public Library on April 29, 2026, and stated he was wearing the same clothing seen on the security footage. Allen told investigators there had been a misunderstanding and that he had been adjusting himself. He stated someone may have observed him doing so.

Allen is now charged with sexual misconduct in the first degree and knowingly operating a motor vehicle without insurance โ€“ owned by another.
