On June 26, 2026, a Boone County deputy responded to the Boone County Jail in the 2100 block of E. County Drive in Columbia for a reported inmate assault on a detention officer.
According to the probable cause statement, the deputy learned that a detention officer had been injured after Joseph Steven Oetker allegedly strangled him and struck him with his knee inside B-Pod, cell 138.
The detention officer was being treated at a local urgent care when the deputy observed his injuries. The deputy reported seeing three scratches on the officer's neck, including two near his esophagus, where the skin was red and abraded. The scratches appeared to have been caused by fingernails. The deputy also observed cotton stuffed inside the officer's nostrils that was soaked with blood. The officer had dried blood on the outside of his nose and on his shirt collar. The deputy also reported seeing a small scratch above the officer's right eyebrow near his temple.
According to the probable cause statement, the officer stated he was collecting trays in B-Pod housing unit 133 when he opened a cell door, Oetker was on his hands and knees with his tray in front of him. The officer stated he attempted to retrieve the tray and told Oetker to return to the cell. According to the officer, Oetker did not move and was blocking the door. The officer reported pushing Oetker and again telling him to get back into the cell.
The officer stated Oetker grabbed onto his vest and began choking him with his left hand. The officer reported that Oetker strangled him for approximately 10 seconds, restricted his breathing and caused him to fear for his life. The officer stated he then attempted to perform a single-leg takedown on Oetker. As the officer began securing Oetker's leg, Oetker allegedly struck him in the face with his knee.
According to the probable cause statement, the strike caused the officer's nose to bleed. The officer reported becoming disoriented and lightheaded after being struck. Oetker was later detained by other detention officers. The deputy reported reviewing video footage of the incident and stated the footage corroborated the officer's account.
Oetker is now charged with two counts of assault in the third degree involving a special victim.
